Financial hardship due to out-of-pocket (OOP) health spending is a key consequence of inadequate of financial risk protection mechanisms. SDG indicator 3.8.2 is designed to capture financial hardship due to OOP health spending which hinders progress towards the universal health coverage target 3.8. It should always be interpreted together with the other SDG UHC indicator, SDG UHC indicator, 3.8.1, which measures service coverage.
